SENATE BILL NO. 221 "An Act relating to arrest of a person for                 
illegal possession, consumption, or control of alcohol; and providing          
for an effective date" was read the second time.                               
                                                                               
Senator Taylor moved and asked unanimous consent that SENATE                   
BILL NO. 221 be considered engrossed, advanced to third reading                
and placed on final passage.  Without objection, it was so ordered.
